I assume the ages are for Canadian Scouts.
US is closer to the following:
1948:8- graduate at 11 (Wolf, Bear, Lion & Webelos)
Now: 6- graduate by 11 (Tiger, Wolf, Bear, 2 years Webelos)
(Check: There is an age requirement to earn the AOL: 6 months after 10
or six months after completion of 4th grade.)
Now:10.5 to 18 with AOL/11 to 18 without AOL
Now: 14-21 * after successful completion of the 8th grade, 15-21
(There have been many variations of the Senior Scout/Explorer program)
The Boy Scouts of America have not made any significant age changes in
the last 50 years. They have added a program, Tiger Cubs. This program
is NOT the same as a Cub Scouts Den (membership is by pairs, Adult
partner and youth), but is a different but integrated program. They did
recognize that youth are grouped according to grades in school, and
attempted to insure groups of youth migrated together.
The question which should be considered is not whether to admit 13 year
olds. The question is who is your target audience. This program, as
was the old explorer program, is geared to a High School audience, with
the interests of a 15-21 years old participation band. (Yes, this means
an interest in coeducational activities.) If you add the 13 year olds to
obtain the membership figures, than you dilute the content of the
program to match closer to a 13-15 year old crowd. The effort is self
If you want 13 year old membership, then form a sea oriented Scout
Troop. This is not simply a minor difference of part of a year. This is
an entire two year change. Membership at the youth level of 13-21 years
would be difficult to manage. If you have membership problems now, just
think what would happen then.
If you want a constructive discussion, try to develop a program that
would maintain an interest level with a membership span of 8 years.
Then, and only then, should the idea be presented to National Council.
