Recruitment is primarily accomplished by the youth members and the kids
they "drag in" typically are friends, which usually means they are of
the same developmental level.
Age is hardly a sure test of maturity. There are many adults I share the
voting booth with, or meet driving on the highways, or watch drinking
who are hardly equipped to handle these responsibilities. And there are
many seemingly children who are better equipped than they.
I think that the real basis of our recruiting problem is found in the
60's when the BSA, desparate to shore up declining membership, increased
their age limit and ended the progression of Cub-to-Scout-to-Explorer.
