Safety is our primary resonsibility. The "one size fits all" approach does not ever work in such
a disparate fleet of boats. EPIRBs should be in the best possible place on each specific specific vessel.
Certainly, no one would ever define me as "opinionated" even though I am a lifelong sailor and racer. :-)
Logic would dictate that NASBLA boat operator training should include those vessels most likely to be operated by our youth. Sadly, that would invariably include thos horrible PWCs.
Seamen are morally obligated to go to the aid of those in distress. Sea Scouts are moral. Master Mariners and other USCG licensed seamen must offer succour.
