As far as I know, and by my experience, it has alwayls been the policy
of BSA to grant to the Chartered Patner the authority to estbalish the
composition of any unit, be it numbers, membership, leadership, etc.
provided that the basic standards for membership are met.
Unless, and until, forces outside the BSA prevail in their efforts to
destroy the fundamental rights of a private organization like the BSA,
you and your sponsor should have the right to "call the shots".
Having said that, however, your executive is also correct in not
wishing to provoke an incident which can only result in public
controversey and detract from the mission of Sea Scouting. I would vote
for, at least in the beginning, working with, and not in opposition to,
the well intentioned suggestions or wishes of the Council. Satisfactory
compromise is always possible in the spirit of cooperation.
