Mark - in regards to your 2nd question.. traditional educational theory
in the USA maintained that boys and girls could learn better in single
gender envoirnments.. therefore Congress gave seperate charters to the
Biy Scouts and Girl Scouts.. huge seperate organizations grew up and
have their own corporate self interest and competativeness.. there have
been informal talks about a single Scouting organization, but under the
American free market system.. it is unlikely. these are large
businesses. in other ciountries, for the most part, Scouting is PART of
the government educational system.. the gym teacheer is the
Scouitmaster, and it is NOT a privaye busiess. that's the main
difference. as educational theory shifts and co-ed education has
replaced many of the traditonal boys and girls high schools acriss
America, Scouting cannot be flexible enough to follow that trend, even
if it wants to, because of its business interests. Rafi
