In the National Capital Area Council the Sea Explorer Wardroom handles
the review. The Council Commodore is the Chairman, 2 or 3 Skippers, and
a members of his Ship's Committee are members along with at least one
member of the Coast Guard or Navy. A few times the Skipper of the
applicant invites members of the review board. It always includes the
Commodore and naval rep. along with at least one member of his Ship's
Committee. We also like to have a scouter with Council or District
Advancement Committee back ground.
Several years ago we rejected a 20 year old who had not done the work
that was required. The father complained bitterly and threaten to sue
the council. The council supported our dicision.
One of the main purposes of the review was to impress the applicant of
his importance and the importance of Quartermaster by having review
members like the Commodore and maybe a naval captain.
