(03) uses a formal process which I set up many years ago. Our system was
developed as a method of insuring that the Quartermaster Award was maintained at
the highest quality level possible and to ensure that our local council was
included in the approval process.
Quartermaster Projects are discussed with the skipper. If he approve a
project, it goes to the ship's quarterdeck for their approval and the boatswain's
signature. Next, it goes to the ship committee and, if approved, is signed by the
ship committee chairman. Then, it must bere submitted to the Squadron Committee
for its approval and get the Commodore's signature. Beginning in 1998, we have
added the requirement that the Project finally be presented to the
EAGLE/Quartermaster Board of Review for its approval.
Upon completion of the project, the skipper, boatswain, ship committee
chairman, squadron commodore and EAGLE/QUARTERMASTER Board of Review must signify
The applicant must obtain the signature of the skipper, boatswain,
and commodore before appearing before the EAGLE/QUARTERMASTER Board of Review. We
always have a Sea Exploring officer available for consultation and/or serving as
a member of the Board of Review.
Our system is quite cumbersome but it has succeeded in having the
Quartermaster Honour held in the highest regard by all Scouters and Scouts in our
local council. From the executives and the scouters to the Scouts, all are fully
assured that our successful applicants have met the highest standards of Sea
Scouting and the BSA.
Finally, the successful Quartermasters KNOW that they deserved the award!
