It seems there must be more to the story. However if you find yourself
truly dissatisfied with the immediate council (and they do no own your
vessels) I believe you can register with another council. If they own the
vessels, the vessels stay with the owners.
Geographical limits do not apply to councils other than for convenience,
and it is useful to bear in mind that scouting professionals are rated on
the number of youth members they can attract, and units they can start
and hold. Shop around -- once you are sure you have the story straight.
