Trying to start a new Ship

My name is Jack Richards (a.k.a. Captain Jack). I am trying to
start a new Sea Explorer ship in Grays Harbor county, Washington. Home of
the Historical Tall ship Lady Washington. Yes, thats the one they filmed
Star Trek: Generations on. See http://www.ladywashington.org I have
served one 4 year hitch aboard the USS Missouri BB-63 and now I am
presently a volunteer crew member of the Lady Washington. Might I add it
is a blast of fun!
For the past two years I have been caretaker of a 66 year old
Historical ship called the "Mamala". The Mamala is a 65 ft. Former Army
Corp. of Engineers survey vessel. The Mamala is retired and now has been
the possession of the City of Hoquiam for the past 5 years. The city has
the burdon of what to do with it now that the contract the city had with
the Corp. has expired as a tourist attraction. The Mayor wants to do
something with it or get rid of it.

In March of 97, I went to the city council meeting with my proposal
of starting a Sea Explorer ship using the Mamala as a vessel that young
people could use as their main ship. While preserving the historical value
of the vessel. The first thing they were concerned with was insurance. I
have a ship that is no longer sea worthy for commercial usage until repairs
are made but it can remain in the protected harbor. How do we get
inexpensive insurance for this vessel?
I also want to address another issue. I am asking the City of
Hoquiam to be our sponsor. This would be good coodo's for the city to get
involved with a youth program. My question is has anyone had good or bad
experiences with this arrangement?
I am asking for your help because my local BSA office (Pacific
Harbors Council) is very new to Sea Scouting and doesn't know any more than
I do which doesn't amount to a hill of beans. I also made contact with the
Exploring Executive officer for Pacific Harbors and new to this area which
is not amounting to a hill of beans either. As you can tell I have been
trying to get a ship together for the past 4 months and I'm still at the
starting block. What should I do?
