I would be very cautious if you don't have an adult with
you who knows the area. Rip-tides and other dangers may be
out there and if you don't know the area, you could get caught.
You should have at a minimum an adult who is comfortable swimming
in the ocean (at temperatures found at the location you are
going to) with you at all times.
Get the Scouts into the waves about waist deep. If a Scout can't
take a wave full in the face without panicing, he doesn't go
Practice the Safe Swim Defense rules.
You MUST have someone there at all times who has gone to
Safe Swim Defense training (they should tell their instructor
that you plan an ocean trip, so they can tailor the course for them).
Note, it is a LOT different for a ocean loving California Scout
to swim off a beach he grew up with (like me), than a land lubber Arizona
boy (like my son), who first swam in the ocean when he was a Life Scout!
For one thing, it is a lot colder than the pools in Phoenix!
