Paul's last sentence is the key...
If the new Eagle is NO LONGER REGISTERED as a BSA member (for whatever
reason), then the most approprate "uniform" is a nice suit and tie. The
Eagle is pinned on the left lapel half way down. You won't find it in a
BSA book or manual (although it SHOULD BE in the Insignia Guide.)
If the new Eagle *still holds a valid registration card* (that is, the
while the unit has folded, the members of the unit are STILL REGISTERED
until the expiration date of the charter...that is; if the Crew was
chartered from March 2000 to Feburary 2001, and the Crew folded in June,
2000, then those members are STILL CONSIDERED REGISTERED FOR ALL PURPOSES
UNTIL FEB 2001) he should wear the complete field uniform appropriate for
the unit and as Paul suggested, he should consider registering as an
Assistant Scoutmaster with the Troop if he feels willing to do so.
However, if he's registered with the Crew, he should wear the Crew's
uniform or the standard Venturing field uniform, with the Crew number and
all other items.
It does NOT MATTER in which unit the individual received Eagle in as to who
gets to present the Badge. It is up to the Scout/Venturer to decide this.
Therefore, he has a choice between the adult mentorship of his former
Troop, the folded Crew or someone else (perhaps the District's Commissioner
or Chair) to present the Eagle to him.
The Court of Honor should be wherever the Scout/Venturer feels is the best
venue for him. Naturally, as a former Scoutmaster, I would prefer him
receiving his Eagle Scout Badge in the troop, as that's where he did the
advancing; however, if he made more friends in the Crew, then by all means
he should receive the Award in an appropriate ceremony in the Crew.
But as far as the uniform he wears, it should be as Paul stated (but didn't
go far enough) -- if he's registered, the uniform of the unit he is
registered in; if he's not, a nice suit and tie will be appropriate wear
for the new Eagle Scout.
