One would also think that the Head of Government of another country would
be UNLIKELY to be a threat, but the Secret Service isn't charged with
assessing the risk or the odds, it's charged with keeping the President
alive, which is, by an large, much easier if you keep people away from
him, no matter who they are. Hinkley got through them, after all, and if
memory serves wasn't he a one-time Scout too?
