If we're after accuracy, it should read DC -- the OLDEST colony. DC was
created as a voteless (i.e., taxation without representation) enclave in
1790. Samoa came under US jurisdiction in 1899; Guam in 1918; the
Northern Marianas in 1976; PR is referred to as a Commonwealth and has a
"national anthem" and came under the US umbrella in 1898
Not to mention, PR's electorate keeps voting _against_ statehood, so they
can't credibly hold the anyone else responsible for their continued
