It's not OFFICIAL until it gets back from the national office. They
can, and occasionally do, reject an application, usually due to
incorrect information or conflicting data on the application or in the
records (such as wrong number of merit badges by the date of his Life
BOR, insufficient time between First Class and star, etc.). Usually such
rejections can be cleared up and the application is approved on the
second go around.
Once it does clear the national review, his Eagle rank is dated back to
the date of the Board of Review. That date will appear on his records,
certificate, wallet card, etc.
