The religious emblems started by request of a Catholic bishop. He noticed that a lot of Scouts were alter boys and he wanted a way of recognizing their service on the uniform. The first religious emblem was the Ad Altare Dei (literally at the alter of God). The book The Boy Scouts : An American Adventure by Robert W. Peterson has details. It should be at a local library.
