There are actually FOUR different procedures.
1. With regard to the specific swimming requirements we've been
discussing, BOY SCOUT REQUIREMENTS 2000 (#33215C) very SPECIFICALLY
lists the waiver (not substitution of other activities) as a TROOP
committee function for those items only.
2. The 5 mile Hike (or 10 mile bike hike) in Second Class 1b, which
reads, "Using a compass and a map together, take a 5-mile hike
(or 10 miles by bike) approved by your adult leader and
your parent or guardian.*
Has the following footnote, which requires NO action by anyone:
If you use a wheelchair or crutches, or if it is difficult
for you to get around, you may substitute "trip" for "hike".
(The "if it is difficult for you to get around" clause, for example,
could be used by a boy with moderate Cerebral Palsy, who doesn't need a
wheelchair, but would have extreme difficulty doing a 5 mile hike.)
Again, this does NOT require action by the troop Committee or
District/Council Advancement Committee.
3. All OTHER revisions to the requirements for Tenderfoot, Second Class,
or First Class, due to disabilities, are covered under the information
on the following web page:
which is also taken from BOY SCOUT REQUIREMENTS 2000 (#33215C). Those DO
require approval by the Council Advancement Committee, and require
ALTERNATE activities, not a waiver.
4. The procedure for Alternate Merit Badges for Eagle Scout requirements
is also on the referenced web page, and also involves the Council
