Second Class swimming reqmts. 7b and the portion of 7c which
deals with getting in the water, along with First Class Reqmts. 9b
and 9c, may be waived by the troop committee for medical or
This decision is entirely up to the troop committee. No other authority
(district, council or national) has to be involved.
>From what you've described, it appears prudent to waive the
swimming requirements for this boy for safety reasons.

which deals with alternate requirements for the Tenderfoot, Second Class and
First Class for Scouts with disabilities.
