Its very simple. Second Class requirement 7b & the first part of 7c,
plus First Class requirements 9b & 9c have the following footnote:
This requirement may be waived by the troop committee for
medical or safety reasons.
If the boy is so frightened of the water that these become a threat to
the safety of the Scout or his companions, the TROOP committee may waive
each of them. The "formal process" is simply a meeting of the Troop
Committee, and a decision by that body to waive any or all of those
requirements. No other action is required, and no substitute
requirements are necessary or permitted. Note that the first part of
2nd Class 7c may be possible, even if the other 3 are not, as it does
NOT require the boy to actually go in the water. The rest of 7c must be
done in any case.
