I believe that it is "fair use". Much more important, however, I believe
that the BSA has always considered this "fair use".

I guess that makes sense but it would apply with equal force to home made
jobs. Using the BSA logo on a "card" is either fair use or it isn't. It
should not matter whether you produce the card at home or pay someone to do
it for you. What a pain to consult with the Council Office every time you
need to use the logo. The BSA is not going to sue you for using the BSA
logo to promote the BSA program.
