Jan, as an avid road biker myself as well as MBC for Cycling MB I cannot see
any scout riding for eight hours straight. Also you are right I believe in
bringing terrain into the picture. I would expect a rest every 10 to 15 miles
for water and perhaps a snack (banana, candy bar, bagel,etc). In fact a
periodic rest in my opinion would be a health issue. If it came down to eight
hours with or without rest area I would figure it whatever favored the scout.
If it takes him eight hours of actual cycling then deduct the rest stops from
the total time which I believe is the intent. A scout in reasonable physical
condition without unusual terrain should be able to accomplish this in about
five hours of actual biking.
