Regarding the first statement - you are right on the mark - I see this constantly in our District and Council. However, I believe it is partially because we do not have a Venturing Commissioner assigned to help start and maintain Crews - and educate other Unit leaders about Venturing in general (and specifically).
As for your "belief" - it is not just a belief; that is a hard cold fact. I saw the beginnings of this in our 4 year old Troop, and that was partially the reason I helped charter (and became Advisor to) our church's Crew. I would much rather see a young man stay in Scouting until he is 21 than loose him when he is in that 15 to 18 age range.
