We are in the process of doing this for 2 Scouts.
All you have to do is contact the office of your
Congressional Representative, and they will mail
or fax you the appropriate form. The cost is very
minimal (as little as $7.65 per flag - plus S&H, plus
$4.05 to fly the flag over the Capitol). There is no
reason to wait until the paperwork clears National, as
that is not a question asked on the form.
