You have 2 choices: A VENTURE PATROL within your troop, or a VENTURING

That sounds ideal for either a Venture Patrol or a Venturing Crew.
However, It looks like you have a bigger problem. For a start, where
are the younger boys? If you had younger Scouts, then the older ones
would have a chance to lead and train the younger ones. That, along
with a Venture Patrol could provide them with more and new activities,
to reduce the boredom.
Otherwise, no matter which way you go, the unit will die eventually
without a continual influx of new members. If all of your members are
14-15, and you don't get some younger members, then in 3 years, when
they all reach 18 the unit will fold if you stay as a Troop. If you
form a Crew, that COULD last until they turn 21, assuming most of them
don't leave for college, but then that unit would fold also.

For a Venture Patrol - NO. The Patrol is formed within the Troop.
For a Venturing Crew - Definitely YES.

Most Venture Patrols concentrate on High Adventure Camping experiences,
such as Philmont Treks, Sommers Canoe Base or Florida Sea Base trips,
major backpacking experiences, etc.
Venturing Crews specialize in one of 5 major activity areas. (Sports,
Arts and Hobbies, Outdoor, Youth Ministry, or Sea Scouting.) However,
any Venturer can work on activities in any of the areas. Venturing has
a series of awards - Bronze, Gold, and Silver, plus Ranger and the Sea
Scouting ranks, that can be earned.
> Did the crew go Coed.?
Only VENTURING Crews can be Co-ed. Venture Patrols are Boys only, since
they are part of your TROOP. Membership in Venture Patrols ends at age
18. Venturing membership can continue to age 21, and AFAIK, there are
more girls in Venturing than boys, at this time.
> Did you convert the entire troop or start a new Crew.?
Normally Venturing Crews are formed fresh, without "converting an entire
troop". In fact, boys can be members of a Crew without leaving their
