Your senator or representative can accomplish this for you. The cost
is reasonable, and there is a platoon of folks who constantly raise and
lower flags on specific flag staffs for this program.
Since it can take a while to get the package back from National, I'd
order it after he passes his BoR.
Frequently the senator or representative or his/her representative will
present the flag him/herself at the CoH.
