Your congressman has the forms for purchasing such a flag. The price is very
Consider also that our congressman also has a budget for presentations to
constituents. Congressmen vary in how they use this money.
When I was a scoutmaster, I simply wrote to my congressman. I sent this
letter immediately after the Board of Review and setting the date for the
Court of Honor. In the letter I briefly described the scout's accomplishments
(school, sports, Eagle advancement, and Eagle project). I then invited the
congressman to the Court of Honor (I never did get one to attend). I also
asked for a congratulatory letter and a flag flown over the Capitol on the
date of his Board of Review.
My congressman at the time (Don Young of Alaska) always came through with a
very nice flag every time -- at no charge -- with documentation and the
congratulatory letter. Your results may vary.
BTW, when the troop's US flag became worn and faded, I asked Congressman
Young for a replacement. He came through -- again at no charge.
