Same for our troop: $3.00 per meal, plus [very occasionally] campsite fees.
I avoid the draconian rule-making that might make budgeting easier, but at
the cost of leaving a couple of Scouts at home for the weekend. Like the kid
who never seems to get his gear to shakedown the meeting before the campout:
some say "no shakedown, no campout." But, this is hardly my idea of keeping
Scouting fun... Besides, we have all kinds of insidious ways of reminding
the Scout to Be Prepared when he forgets his flashlight, poncho, cup,
silverware, etc. We keep it fun.
