I personally ran into this problem when I went for Eagle. I left the space
blank. This was brought up in the BOR. I had to explain that I did believe
in a higher being, but have not found a religion that coincides with my
beliefs. Needless to say, 4 years later I found it, and have been happy
As long as the boy believes in a higher being, he should be fine. It's
great to get a signature there, but it is not allways necessary.
