Yes, Bob, trading posts are usually a profit center. The Council
can use this money for whatever they've decided to in their
forecasting for the year...
In most councils, they've predetermined what their profit centers
will be and where the money from those profit centers will go
according to their council's budget forecast for that year. For
example, in some councils, the Council's trading post is a profit
generating center and from year to year, the money generated from
that goes to whatever the Council says they're going to use that
for..."General Programming", "Urban Scouting Programs", etc.
Likewise, when a Council puts on a special dinner, for example in
some councils, they do a "Good Scout" dinner or something like
that, the money generated from sales of tickets, food, trinkets and
etc. goes back to that particular program's budget.
Profit generating programs in a council are designed to make a
minimal amount of money for that council and when I say
minimum, I mean very little amount above the break even point with
expenses considered. This is why some councils may have a
dismal Scout Show but because of their Council's Celebrity Golf
Tournament, they end up breaking even at the end of the year...not
to mention all those kids selling popcorn and whatever else...
