Didn't see anyone answer this, so I will.
AFAIK, there are only two councils (not counting yours) that does not use
OA. Long Beach council uses Tribe of Tahquitz and Pony Express Council uses
Mic-O-Say as their honor programs. In addition, there are several other
councils that still use other honor programs (usually limited to their
summer camp programs) in addition to the OA. These programs include
Mic-O-Say, Nani Bah Zuh, Firecrafters, and others. What many people do not
know was that the OA was actually one of a handful of such honor programs in
widespread use in the BSA. OA along with the Tribe of Gimogash, Nani Bah
Zuh, Ku-Ni-Eh, Firecrafters, Mic-O-Say were very large, and the OA happened
to win out over them to become the Nationally approved honor program.
