I believe the "correct procedure" is only registered members of the committee
vote. A SM certainly does not, neither does an ASM. However, the most
correct procedure is that your troop works out what it deems the best for the
boys and the committee. This should be a cooperative endeavor, not a
parlimentary debate. The rules are there if you run into trouble, but until
then, I would act like you were all in this together, but with the caveat
that the SM still is responsible for program and the Committee is responsible
to support the SM.
