So? Where in the literature is advancement a goal of Scouting? It is one
of the 8 methods we use to achieve our goals of character, citizenship and
fitness. But those can be achieved by any particular Scout without
utilizing all of the 8 methods. Maybe these young men will be more
motivated to develop their characters and personality by the outdoor
program, or the adult association.
The question is whether they were disruptive during camp. If not, what's
the problem? Did they have a good time? One day they may wake up and
decide they want to advance. These are first year campers, after all. Cut
them some slack.
