The troop I grew up in back in the '60s never even attended BSA camps for
this reason. Instead, we planned our own summer camps (50-milers, etc.).
Likewise, our troop meetings weren't the merit badge factories seen in some
troops today. Instead, our scoutmaster had the goal of developing leadership
and character -- and we loved him.
Of my nearly 70 merit badges, I don't think I earned more than a half-dozen
with the troop. Instead, we were expected to earn them on our own or with a
buddy or two. It worked for us, nearly every one of my peers are Eagles.
