And the problem is . . . ?
If they were at camp (had not left the property), and not doing something that
was prohibited, such as swimming in a closed area, etc. then other than the
leader not knowing generally where they were, I don't see it. They were using
the buddy system and probably having a better time than the "other 2 first year
Scouts" who were setting in a class of some sort.
Contrary to many widely held opinions, the purpose of summer camp, or any other
camp for that matter, is not to see how many requirements you can complete or
how many merit badges you can earn. It is to HAVE FUN OUTDOORS (emphasis not
shouting). The other things are just window dressing.
That's my opinion, I could be wrong.
