This issue is really difficult. When I was an SM some years ago I had a
scout attend provisional camp (summer camp with an ad hoc unit)one summer.
This lad, not the most sterling character, returned with Cit. in the Nation,
Cit. in the Community, First Aid, Camping, Swiming AND Lifesaving, Emergency
Preparedness, Leatherwork, and a couple more handicraft type.
The camp used blue cards. There were no partials.
I knew the scout didn't have 20 nights in the field for camping, I also know
that those two Cits cannot be earned without letters being exchanged and
considerable outside research.
I was ticked at the "slide" nature of his earning these merit badges. We
allowed them, no real choice since the blue cards were signed by authorized
Two later events really teed me off. One was that the scout was bragging
about how easy it was for him in front of other hard working scouts. The
second happened when I called the council camping director to express my
unhappiness about the merit badge mill he was operating. He essentially
flipped me off verbally with a string of excuses such as "parents expect the
kids to come back with really big scores."
In fairness, the following year the rules had tightened considerably and
most of the complaints dried up. There were many more partials and the
registration materials had extensive lists of prerequsites. The Cits were no
longer offered and no one could earn both Swimming and Lifesaving.
