My troop has used silent signals, in a limited fashion, since I was a youth
in the same troop.
As I recall, the scout handbook I used as a boy (early and mid 1980s) had
roughly 5 silent signal commands.
We have silent signals, such as patrol file, semi-circle and so forth at the
ready as often as the scout sign. The boys do it; using them settles a
group down almost as quickly as the scout sign and then they are already
lined up, as well...
