A planet that has a society and an organization that took the time to
consider this type of behavior and thought it was important enough to pass
laws and procedures to protect it's children.

This has a familiar ring to the speed limit thread, hypocrisy. Furthermore,
the "uncaring system" is probably better trained than I am. Who said anything
about abandoning him? I would suggest that you could and should stay
involved with this scout and help him through this.
I won't belabor the point. I offered my opinion on the subject, and if you
don't agree that's your prerogative.
