I would discuss it with SPL and get his opinion and his summer camp deposit.
Then after consulting with the SPL decide what role he will take IF he is
attending. Possibilities other than SPL would be as acting JASM, personal
coach/trainer to the ASPL (who is acting SPL), or some role that the SPL
might think of. If the SPL is attending and feels strongly that he should be
the SPL, then get his buy in for a special job for the ASPL at camp. Then
consult with the ASPL.

My question is do I continue to let the assistant senior patrol
leader be in charge for summer camp as planned and maybe the senior patrol
leader be an additional assistant for the camp period, or do I bump the
assistant and let the senior patrol leader be in charge? I am hesitant to
change plans this close to camp.
