Because the honking is being done by adults and parents, who have to pay for
two pair of pants rather than by kids who don't worry about paying but do
worry about looking stupid and losing things.
HOWEVER, I am certain the problem can easily be solved when the new pants
come out. If a Troop has some spare sets of zip on leggins, dyed
international orange or pink, so they will be easy to remember as Troop
property, which can be loaned to any Scout who wants leggins but misplaced or
forgot one or both of his, then the Troop will get back their loaners and
the Scouts would likely not forget twice.
Or would that be considered hazing? :)
