Maybe other attempts had been made and the legal solution was the only one
left. Maybe because it was a state agency, there was no other solution and
state law only allows judicial review. Maybe, because of the amount of
money being lost in the next 90 days when the drive kicks off, this was the
quickest way to insure the councils do not go bankrupt.
Maybe you should think rather than react with your mouth.
