Why can't the jamboree be held in different locations around
The short answer is infrastructure.
It would be expensive and time consuming to duplicate the
site utilities and improvements that have been paid for by
the Army AND the BSA at A.P. Hill.
IMHO, BSA could not pull off a Jambo in a different location
without military logistical support - or without charging a
fee that would be so high that the number of attendees would
suddenly become "manageable."
Think in terms of "big camporee" or better still, think
"Woodstock" without the music :-)
Due to current health and safety standards and environmental
concerns, we can no longer get by just digging some pit
latrines and towing in a few "water buffalos" or spotting
some lister bags around the troop sites.
If BSA started planning now, the 2010 Jambo could possibly
be held at a different site.
