That sounds all well and good, except it specifically is counter to the
requirement that no more and no less than the written requirement may be
used. If he HELD the position for the required term, he has MET the
requirement, no matter how well he did.

No, there is only ONE option: Acknowledge that he completed the bare
minimum for the requirement, and that his skills should improve, but
that he DID meet the requirement.

Your item 2 is permitted as an ALTERNATE to holding a position of
responsibility for STAR and LIFE only, NOT for Eagle, but NOT as an
