Right on! All Scouts should have periodic SM Conferences, whether they are
advancing or not. How else is that SM really going to know the members of his
troop? Actually, the non-advancing Scout probably needs the conference more than
the advancing Scout does. My son's troop went down a couple of years back and
they merged with another Troop. He was already a Life Scout when they merged and
has NEVER had a SM Conf with the new SM. Truth be know, I don't think this SM
has a clue what this kid's about!
While we are on the subject, BOR's are not intended just for advancing Scouts
either and again, the non-advancing Scout probably needs this process the most.
These should be regularly scheduled and put on the Troop calendar for ALL
Scouts. What a great tool this is for keeping a Troop running smoothly and
making sure the program is geared to the interests to the present membership!
