My apologies to everyone. Substitution is allowed for "a Scoutmaster-assigned
leadership project to help the troop" for Star and Life only. That clause
isn't in the Eagle service requirement. All of my Eagles did indeed hold unit
leadership positions as required.
Unfortunately, due to serious physical injury and consequent poor attendance
during recuperation, the diligence with which one Scout performed his unit
role fell a bit short of the mark. In addition to talking with him about the
situation, I asked the unit committee to conduct a board of review to examine
his progress. The Eagle candidate expressed his sense of inadequate
performance, his ability to do much better, and his refusal to accept special
treatment. Since he was very near his 18th birthday and could not possibly
serve in unit leadership another 6 months, I assigned and additional project
so he could prove to himself and others that he is a worthy Eagle. That
leadership project was with the church youth group (half of which were
non-Scout girls, the other half were my Scouts).
Again, I apologize for introducing confusion and inaccuracy to the group.
