Much for which we award service hours could be considered "duty" to
someone or something. If the goal is to encourage service, whether it
be "duty" or not, why not reward them? Sooner or later, most will gain
a sense of satisfaction from the service itself and won't need the
service hours to motivate them, but they don't start out that way,
especially as Cubs. Do you expect to be paid for fulfilling your duty
to your employer?
