My past on this list has been, at times, to be very critical of scouting
professionals. I have been very close to some, including my wife, who was a
DE for about 8 months and left for...um...some circumstances that appeared
to mirror what is going on in Dallas (she was in a different council from
where we presently live).
Let me, however, at this point give my "hat's off" to my council office
staff. Many of us know the pressure put on DEs and subsequently to council
registrars to keep numbers up. We just received our charter back for
2000/20001. We purged many names from our list last year. And, to their
credit, each and every name that we purged was indeed taken off the rolls;
we only received cards for those who are present and active.
I do not doubt for a second that smaller councils are susceptible to the
same types of pressure to allow for ghost units and boys. However, I'm
proud to say that mine, at least, doesn't appear to be falling prey to that
