One of the very first things that needs to be done is information.
You said your RT have about 20 in attendance and the neighboring RT have 2
How many units are in your District? If you have 10 units, then 20 people is
a good number, if you have 40 units, well 20 is not so good.
What is the travel time from the units to the RT? If you are in a populated
area or in a rural area. These all make differences to RT attendance.
In my district, we have 25 Packs and 12 Troops. Our RT attendance averages
60 -70 people, breaking down to 15 for BS and 50 for CS. Why? My feelings
are the CS people are "new" and want to learn, the BS people are of the "be
there, done that" and this is what we are trying to change. I'm glad they
have be there and done that, come and share your experiences.
Also, I feel there is "competition" between the troops for the CS boys.
There are enough cubs to share, so back off the competition, gather up the
chairs and coffee cups, make believe there is a campfire and let's get on
with the fellowship.
