And that's exactly the answer. Locally, we (concerned
parents and educators) were able to forestall a "zero
tolerance" policy in our schools though community discussion
and parental participation. We just said NO.
If you cede your rights *and responsibilities* to
bureaucrats and administrators, that's what you'll get -
bureaucracy and administrivia.
