Yes, you should contact the family to get details, and yes, you should notify
your SE that you want the kid put in for the lifesaving award. There is a
national procedure for the council (or maybe district) to do a formal
investigation and recommend to national for the award.
Takes a few months but it is absolutely the right thing to do.
We had a patrol here put in for this when they were the first to stop at a
horrific accident ontheir way to a camporee-- they saved one person and maybe
saved another, got nat'l recognitions (I served on the committee to
recommend). We also just had a Scout who rec'd one for donating bone marrow
to his mum, which saved her life. (Bone marrow donation is painful and nasty.)
