Sure agree, Neil. The "search" was apparently done on the basis of an
"anonymous" phone call.
There is an excellent book currently available entitled, "The Death of
Common Sense" (Phillip K. Howard) This incident fits right into the
main thesis of the book. We establish rules or operating procedures for
every conceivable possibility ... and then mindlessly follow them "to
