scenario: Scout has not worked on any merit badges for at least 3 years.
has some "partials" he would like to finish up.
1. he can remember the counselor, has no blue card, has none of the
merit badge projects (as if you would expect this?:) )
2. he can remember the counselor, has the blue card, but no
requirements are signed off on the blue card, no merit badge projects.
do you trust the merit badge counselor to remember these things? or do you
tell the Scout to start over since he has no record of what has been done.
this hituation has a bit of history where the counselors in question for
these badges atleast at that time, were not doing a very good job of
counseling in my opinion.
OK, this is easy.
1) The kid needs blue cards. The SM should provide them.
2) The MB counselor-- either the original one or the replacement one-- is
entitled to be satisfied that the requirements are done if s/he is going to
sign off on them. If s/he can't remember them, and the kid has no work in a
shoebox or somewhere to show her/him, then the work will have to be done to
the counselor's satisfaction, even if that means doing it again.
